The President of The
South West State of Somalia
Dr. Hassan Mohamed Nur best known as
Shatigadud has reaffirmed that there is
no change to all his political Agendas while
in Baidoa after a heavy fighting which broke
between him and his Two RRA deputies which
took place last month in Baidoa - Somalia.
As the aftermath of the war in Baidoa Dr.
Hassan M. Nur, has accepted to meet with The
Somali South West Population through
Tele-conference and brief them about the
actual and imminent situation in Somalia
generally and particularly the situation in
the South West State population that
deserves the Rights to be updated and
briefed about every political change of
their state.
Dr Hassan Mohamed Nur met
several times with the Elders, Politicians
and the population of Baidoa after the war
that broke in Baidoa, which caused damages
to the City, its population and most the
fragile economic Infrastructure that existed
in Baidoa. Most of the meetings were
conducted Publicly, and some in his Office
privately according to the time and needs.
In his teleconference
address Dr. Hassan M. Nur emphasized that an
unexpected armed conflict materialized in
Baidoa after a long ongoing dispute over
opinions between him and his RRA deputies
Sheikh Aden Madowe and Mohamed Ibrahim
Habsade which caused hundreds of casualties
and injuries from both sides and innocent
Civilian caught in between fire exchanges
which he regrets it happened in that way,
but hoped that order and peace will be
restored soon.
After The Presidents briefings, the audience
from all Continents asked many hot
questions, among them the followings:
Q: Mr. President
how is the actual situation in Baidoa, and
how efficiently is the Elder's Committee
operating?
A: Its my duty to
thank Allah the almighty for our actual
situation which is very peaceful, and also
would like to thank our Elders who have done
their best to normalize the situation and
are still consolidating it to a lasting
solution for this our first armed conflict
which I hope will be the last one also.
Q: Are there any
other third party involved or instigated
this armed conflict to happen?
A: Well, so far I
can't comment about a third party's
involvement in our conflict because we
haven't yet received the final report of The
Committee that we have appointed to
investigate about the conflict.
Q: Your rival
deputies are accusing you of getting
Military and logistical support from The TNG
of Dr. Abdiqassim Salad, how are these
accusations founded?
A: To be honest
with you there is no such help that I got
from The TNG, and you also are aware that
such a relationship would contrast our
Principles and our struggle for freedom
since Arta Militias are occupying our
Regions and enslaving our population.
Q: The Somali
media generally, and particularly the media
of Mogadishu are broadcasting that there is
a possible regroupment of Your Deputies who
are not very far away from Baidoa to launch
a counterattack after having received a
logistical supply from Ethiopia. Isn't it
that possible?
A: Well the
Somali media is not a modern media which is
equipped with all the necessary media-tools;
we also know that it is based on hear/say
issues which most of the cases is been
proved otherwise. The other and very
important point is a Clan based media that
supports and propagates on behalf of their
way of life such as their tendency for
Lawlessness, disorder, hate of order and
democracy. What regards Ethiopia I am more
than confident that it has never interfered
in the Somali internal affairs and will not
interfere, We have a very solid neighboring
peaceful relation based on our mutual
respect and cooperation to make sure that
peace is established and protected in the
Horn of Africa.
Q: What are your
next military steps after having expelled
your deputies and their forces from Baidoa?
A: I don't like
to speculate about the future which I
believe is in the hands of God, but one
thing I am more than sure is that I am
always for the Peace to prevail and justice
to be done. I am also an optimistic and
appreciate tolerance and forgiveness as I
have already mentioned I have invited my
colleagues to forget the past and come
together to solve our differences through
dialogue, then go back to our struggle for
freedom and democracy of our population as
we were already involved in. They can come
back to Baidoa any time.
Q: Could you
believe that your RRA deputies would believe
your appeal for peace and reconciliation
after their Interview with The BBC and other
Somalia radios?
A: Frankly and
honestly speaking this is going to effect
very much because of the damages that caused
and the uselessness of its aim and
objectives, I must point that everyone of us
must regret and feel guilty of the lost of
our Brave freedom fighters and our very
respectful population. But I am more than
confident that we will soon heal our wounds
thanks to our patience, faith and tolerance
and hope that we will soon go back to our
normal duties. Let us not forget that we are
all Human beings, and that applies also to
my deputies .I have heard their interviews
with the media but I just consider that like
an interview which was conducted in the
wrong time I mean the BBC should have given
them enough time to reflect and relax after
all what have they gone trough. If that
interview would have been conducted today we
could have heard them differently.
Q: How will this
armed conflict effect on the morals of The
RRA forces, the Clans, politicians,
Intellectuals and others?
A: Of course
every action must cause a reaction because
that is a general rule. And what happened in
Baidoa must have great negative impact on
our population as whole, on our soldiers
morale particularly when they remember
during their side by side fighting for
freedom against their Enemy, and on our
politicians that will never digest and buy
any excuse to accept this happenings, again
I would say that I feel very sorry and
regret, hoping that it will never happen
again.
Q: Mr. President
What is your position about the Peace and
Reconciliation meeting scheduled to be held
in Eldoret Kenya September 23/2002, are you
planning to attend it and accept what ever
is the outcome?
A: Our position
was always clear and will remain so. We
support any regional and International
efforts towards finding a just and lasting
solution for Somalia. We will attend the
meeting and forward our political position,
which is to establish a new system of Somali
State, based on the Federal Democratic
System. Will never accept a powerful Central
Government because it was the reason behind
the collapse of Somalia in 1990. Will not
support the participation of delegates with
no regions and no population to represent
plus all those who claim to represent
Political parties without Agenda and clear
objectives.
Q: Mr. President
there are rumors coming from Mogadishu
saying that, there are attempts to divide
Somalia into five federal States, which will
mean division Of The Somalia integrity, and
for that reason some of the faction Leaders
are thinking for further options on whether
to attend or not the upcoming Reconciliation
meeting to be held in El-doret Kenya next
month. What would you say about this issue?
A: Well, one
thing has to be well defined which is the
objectives of the Eldoret Meeting and we
know it is for reconciliation and not
dictation as some faction leaders have
already stated. The second thing is a
logical procedure which is where there is a
need for reconciliation then there must be
an issue or dispute to be solved, and that
is exactly what is going to happen. Somalia
as I have many times mentioned must be ruled
under The Federal System of States and that
is what brings up the partition of the
Regions to form the States.
Q: Mr. President,
since the formation of The South West State
up to now your government is not completed,
what are the obstacles that are holding up
the completion of the government?
A: First,
continues consultations were being
conducted, economical preparations for the
up coming summits of the General assemble,
the Guurty, the Intellectuals, and other
unpredictable events such as the late
fighting in Baidoa were they major factors
that caused the delay.
Q: Mr. President
as our Constitution defines The South West
State is composed of six Regions (Bay, Bakol,
Gedo, Shabellaha Hoose, Jubbada Dhexe iyo
Jubbada Hoose), and as we know our power of
governance is limited only on Bay and Bakool
regions. After all what happened now, can we
liberate the remaining Regions, and How?
A: As soon as we
form our government will focus on how to
liberate the remaining of our Regions still
occupied by other Militiamen. Will try to
achieve our goals peacefully by convincing
the truth to everyone who is willing to
accept it and wants to live peacefully with
our population, otherwise will use all
available means in order to achieve our
objective which is the total liberation of
our territory by any means possible.
Q: Mr. President
we know that the reason behind the conflict
in Somalia is who will dominate and exploit
the Digil and Mirifle population who are the
majority in the South West State. There are
many other armed clans who are claiming land
and cities within the South West State. How
can your government find a politically
lasting solution for this Issue?
A: First of all
it is a reality that there are other clans
who live with our population and lived with
us in the past. As I have always repeated we
are an inclusive Society free of hate,
persecution and tolerant that respects its
minority democratic rights and adopts the
application of the Universal rule of
democracy that states
"Majority rules minority" Will conduct fair
and monitored censorship to exactly
calculate the number of our population and
their communities to make sure that no body
is underestimated or overestimated, and only
after that we can make sure that everybody
respects "the one person one vote
Principle" that will lead us to
democracy and freedom.
Q: Mr. President
to how much do you agree with The TNG of
Abdiqassim's accusation against Ethiopia
which they insist its for the
destabilization of Somalia?
A: I would not
call them TNG because as I have many times
repeated there is no central government in
Somalia so far. What regards the repeated
accusations they make always reflects on how
they are aware about their Status and about
the reality in Somalia. It is just like a
person who never had knowledge of the Mirror
and suddenly stands in front of it and sees
his image in there . What would you expect
as a reaction from that person?
Q: Mr. President
how do you think a lasting peace in the
Region to prevail after the September 11
terra in N.Y - USA, and after Somalia is
being considered suspect along many other
States who may host terrorist?
A: As a
prevailing principle The South West State
population are peace lovers, they been so
for centuries and will remain so forever due
to our tradition and culture. We oppose to
any form of terrorism and promise to fight
it always to make sure a save World is
protected always. Regarding our Regional
safety as I have always mentioned we are to
live in peace with our Neighboring Countries
Ethiopia, Kenya, and Djibouti. Will respect
The UN charts of Rights and
responsibilities, the boundaries as they
appear on the International maps, and
will oppose to any ideology related to the
so called Greater Somalia to
avoid hostility in the East African region.
